Mum 'Held Stepson Captive’ for 20 Years, Arrested for Abuse and Kidnapping

A 32-year-old man managed to escape a harrowing 20-year captivity, allegedly at the hands of his stepmother, Kimberly Sullivan, who has since been arrested and charged with multiple crimes, including assault, kidnapping, and unlawful restraint. Authorities responded to an active fire in Waterbury, Connecticut, in February, where they found the man in a state of severe distress.
While being treated for smoke inhalation, the victim revealed to police that he had intentionally set the fire in his upstairs room, stating, “I wanted my freedom.” He further disclosed that Sullivan had confined him in the house since he was about 11 years old, enduring prolonged abuse, neglect, and starvation.
Following these allegations, law enforcement launched an investigation that confirmed the man had been subjected to severe mistreatment. The victim was found in an emaciated state, with no medical or dental care during his two decades of captivity, and had been provided only minimal food and water.

The situation reportedly worsened after the victim’s father passed away last year. At his arraignment on March 12, prosecutors outlined how the victim used hand sanitizer and printer paper to start the fire, fully aware that the attempt could result in death. Despite the risks, the man had been locked in the room for years, desperately seeking a way out.
Sullivan has denied the accusations through her attorney, claiming the allegations are untrue. However, she faces numerous charges, including first-degree assault, second-degree kidnapping, and first-degree unlawful restraint. Waterbury Police Chief Fernando Spagnolo expressed deep concern over the victim's suffering, praising the investigation team for their diligence in securing justice.
