Trump Administration Withholds $175 Million from University of Pennsylvania Over Transgender Athlete Participation in Female Sports

The Trump administration is withholding $175 million in federal funding from the University of Pennsylvania for allowing transgender women to compete in women's sports.
The funds come from discretionary budgets of the Department of Defense and the Department of Health and Human Services. A senior administration official stated that this action is “just a taste” of further monetary measures against the university over its policies. The university remains “at risk of losing all its federal funding” due to the Title IX investigation into its decision to allow transgender swimmer Lia Thomas to compete on the women's team and use facilities designated for female athletes.

During his campaign, President Trump pledged to prevent transgender women from competing in women's sports. On February 5, he signed an executive order titled “Keeping Men Out of Women's Sports.” The order states that allowing men to compete in women’s sports is “demeaning, unfair, and dangerous to women and girls” and denies them equal opportunities in competitive athletics.
As legal justification, the order cites Title IX of the Education Amendments Act of 1972, which ensures women’s right to equal athletic opportunities in federally funded educational institutions. The order asserts that U.S. policy will rescind funding from programs that “deprive women and girls of fair athletic opportunities” and that the government will oppose male participation in women's sports on grounds of safety, fairness, dignity, and privacy.
